Igor Venediktovich Plotnitsky (Russian: И́горь Венеди́ктович Плотни́цкий; IPA: [ˈigərʲ vʲɪnʲɪˈdʲiktəvʲɪtɕ plɐtˈnʲitskʲɪj], Ukrainian: Ігор Венедиктович Плотницький) is the Head of the unrecognised Luhansk People's Republic, in eastern Ukraine. He was born 26 June 1964 either in Luhansk or in the town of Kelmentsi, Chernivtsi Oblast.

Donbass is a historic part of Russia, said the Head of the LPR Igor Plotnitsky at the forum "The Great Russian Word" in Yalta.

'We are glad that the Crimea has returned to the harbor of Russia. There is no taiga here (in Donbass), but in our vast fields we know for sure that it is an ancient area of a bear habitat. It is well known that "a bear does not give up its taiga", said Plotnitsky.

According to him, the most important task for both Donbass and Ukraine is the struggle for forming the Russian consciousness in children.

'The first thing we asked from Russia as humanitarian aid was not food, but textbooks of Russian history, language, literature,' said the Head of the LPR.

The head of the DPR parliament Dennis Pushilin agreed with him. According to him, the result of the nationalist propaganda in Ukraine is 'the youth who are considering normal to burn people, and then do selfies against their background'.

Plotnitsky said that last year only the Crimea provided about 2 thousand citizens of the Republic of Lugansk with rest.

'However, it should not be only rest, we need joint camps to let children communicate. They have a lot of things to tell each other,' suggested Plotnitsky, adding that the Orthodox Church should also be involved in the educational work.

According to him, in Ukraine there are still many supporters of the Russian world.

'We know that the people there are just intimidated,' said Plotnitsky.

War was forced to the people of Donbass by the Kiev authorities, considers the Head of the Lugansk People's Republic Igor Plotnitsky. He stated this on air of the program 'the Republic Birth. Events. Facts. Persons' of the 'Lugansk 24' TV channel.

The Head of the Lugansk People's Republic answered the question 'Whether there was a chance to resolve the situation in April, 2014 peacefully?'


There is always a chance to solve the conflict peacefully.  I have to resort for example of family. Some families get divorced peacefully, some violently. Some countries disperse peacefully as the Czech Republic and Slovakia. Some unite peacefully as the Western and East Germany. We hoped that nobody will shed blood of their own people. We understood that there would be shouts that there would be anything, but only not blood. Because we underestimated, didn't understand all the depth of an abyss in which there had been our opponents, there were temporarily occupied our territories.


In spite of the fact that in the spring of 2014 the people of the Lugansk region supported the peace solution of the conflict, demanded to respect opinion of the population, to hold historical memory, insisted on speaking Russian in the Lugansk region and carrying out federalization of Ukraine, the Kiev authorities didn't come for negotiations with representatives of the public and forced Donbass in war.


We wanted peace, but none of our opponents even kept in mind peace. They went over corpses, on blood. Confirmation to that is both Odessa, and Sloviansk.

Head of LPR: Units of People's Militia operate as one force

The large-scale trainings on April 14 showed that units of the LPR People's Militia operate as one force, stated the Head of the LPR Igor Plotnitsky.

The People's Militia for the first time staged a large-scale training with overcoming of water barriers and combat firing. In the trainings there were involved about 100 units of the military equipment that had been taken earlier from the AFU including tanks, motorised artillery installations, the airborne armored infantry fighting vehicles, armoured personnel vehicles, the armored personnel carriers, cars of mine clearing and amphibians.


I would like to thank everyone who took part in the brigade tactical trainings. As the Great Russian commander Alexander Vasilyevich Suvorov said, "It is hard to train - it will be easily to fight. The main result of the practice is that our units operate as one force that is a key to success in real military operations. And, perhaps, the most important is that residents of the Lugansk People's Republic can be sure that our defenders will be able to repel the enemy.

The official message of the LPR head Igor Plotnitsky to the Syrian President Bashar al-Assad.

“Mr. President!

On behalf of all the citizens of the Lugansk People’s Republic, I’d like to congratulate you on the successful holding of parliamentary elections. This is an outstanding achievement because the voting took place in conditions of the ongoing war against terrorists who have been attacking the Syrian Arab Republic for five years.

I also express my admiration for the humane policy of your government. You pay salaries, scholarships, social payments and pensions throughout the country, as well as provide medicines and food products even to those areas that are controlled by the terrorists and the opposition. Your wise and humane policy is an exemplar of international importance. First and foremost, it should be an example for the Ukrainian leadership, which usurped power as a result of a military coup in 2014 and, instead of a public dialogue, initiated acts of unconstitutional aggression against its two own regions, using regular armed forces and mercenaries.

In addition to that, the Kiev government has been blocking supplies of food and medicines to Donbass for more than a year. Kiev has not paid pensions and social payments for twenty months. Besides, it does not allow holding local elections, although the time limit set by the Constitution expired six months ago and the official ceasefire regime came into force more than a year ago.

The heroic and victorious struggle of Syrians for the right to live in their native land in accordance with their native laws inspires the people of the Donetsk and Lugansk People’s Republics. Your example proves that the people cannot be defeated and the government should follow the Constitution, laws and the Universal Declaration of Human Rights.

Syria is far away from Donbass, but we are united by confidence that the truth and right are on our side, as well as by selfless assistance of great Russia. I wish the brotherly people of Syria the soonest end of the war, the establishment of lasting peace and the resumption of normal life under your, Mr. President, strong leadership!
